15th IEA-IEF-OPEC Symposium on Energy Outlooks

The 15th IEA-IEF-OPEC Symposium on Energy Outlooks convened in Riyadh, Saudi Arabia on 19 February 2025.

Under the patronage of His Royal Highness Prince Abdulaziz bin Salman Al Saud, Minister of Energy of Saudi Arabia, the annual Joint Symposium on Energy Outlooks, has become a distinctive flagship event in the IEF producer-consumer dialogue. The 15th Session was co-hosted by Jassim Alshirawi, Secretary General of the International Energy Forum; Haitham Al Ghais, Secretary General of the Organization of the Petroleum Exporting Countries and Keisuke Sadamori, Director, Energy Markets and Security of the International Energy Agency. Mohamed Hamel, Secretary General of the Gas Exporting Countries Forum and Francesco La Camera, Director of the International Renewable Energy Agency attended as invited guests, alongside other key government and industry thought leaders from IEF member countries.

With geoeconomic shifts, market volatility and a widening gap between different energy scenarios, dialogue on energy outlooks, policy and market signals is more important than ever. Produced to improve predictability and boost investor confidence, these outlooks benefit from more inclusive dialogue to enable collaborative and well-balanced approaches to global energy sector transformations.

The Symposium sessions were further informed by the IEF Outlooks Comparison Report, which allows stakeholders to decode the global energy futures outlook scenarios envision and better evaluate findings against real world market fundamentals, technology advances and international policy dynamics.

The symposium was structured into four key sessions:

  1. Managing Change and Geoeconomic Shifts: Welcome and scene setting remarks by the host, co-hosts, and guest organizations.
  2. Key Outlook and Comparative Analysis Findings: Presentation of the key findings of the IEA, OPEC and EIA Outlooks, and the IEF Comparative Analysis Report.
  3. Energy Transition Implications in the Medium-Term: Panelists views on key medium-term trends and the opportunities and risks of orderly or disjointed transitions.
  4. Clean Disruptions and Co-Dependencies to Achieve Shared Goals: Panelists views on long-term scenarios and discussion on how producers and consumers can best balance the disruptive aspects of energy transitions with the co-dependencies they share.

The annual IEA-IEF-OPEC Symposium on Energy Outlooks is part of a wider joint program of work agreed upon by the three organizations and endorsed by Energy Ministers at the 12th International Energy Forum (CancĂșn, March 2010) as part of the CancĂșn Declaration.
